Licensing pathway

Getting licensed in Australia

Most international medical graduates reach general registration through the Standard pathway: pass the AMC CAT MCQ, pass the AMC Clinical exam or a workplace-based assessment, then complete about 12 months of supervised practice.

The Medical Board of Australia grants medical registration, working through Ahpra. The Australian Medical Council (AMC) runs the exams and assessments for the Standard pathway only. Doctors who passed a recognised licensing route in the UK, Ireland, Canada, the US or New Zealand may use the Competent Authority pathway and skip the AMC exams. Specialists have their own routes: the Expedited Specialist pathway for qualifications on a pre-approved list, the Specialist pathway with a specialist college assessment, and a short-term training route that does not lead to ongoing registration. Every route needs primary source verification of your qualifications through ECFMG (EPIC, now reached through MyIntealth), the English language standard, and a Board-approved position with supervision before you can practise. In mid-2026 the Board consulted publicly on changes to the Standard, Competent Authority and Specialist pathways, so check the Board's pages before each step.

Main route

Standard pathway (AMC exams)

Who it is for: Non-specialist IMGs who are not eligible for the Competent Authority or a specialist pathway and plan to pass both AMC exams before starting work.

  1. Step 1

Check your pathway and medical school eligibility

Use the AMC's pathway self-check. Confirm that your degree in medicine and surgery comes from a school recognised by both the AMC and the World Directory of Medical Schools, with an eligible degree title and graduation year. The Standard pathway also expects a completed internship or equivalent. Without one, you need an accredited internship position in Australia.

    Where people get stuck

    • Your school name, degree title and graduation year must match the directory listing, and a mismatch can block the application.
    • IMGs without a completed internship need an accredited Australian internship place, which the Medical Board warns may be difficult to obtain.
    • Doctors who also hold UK, US, Canadian, Irish or New Zealand exam results often struggle to tell whether the Standard or Competent Authority pathway applies to them.

    What it opens up

    • Knowing which pathway applies before you pay for any assessment
    • Opening an AMC account and portfolio
    Australia
  2. Step 2

Open an AMC portfolio and verify your degree through EPIC

Create an AMC account and initial portfolio. Then have ECFMG verify your medical degree directly with your school, using a MyIntealth account and EPIC portfolio. The AMC accepts only a final medical diploma, final transcript or alternate graduation document for this. The result is uploaded to your AMC account, and the Medical Board uses it when you apply for registration.

    Fee
AUD 642 for the initial AMC portfolio including one qualification, plus AUD 107 for each additional qualification (AMC fees and charges page, GST-free, checked 2026-10-17). ECFMG charges its own verification fee, which is not listed on the AMC page.

    Where people get stuck

    • Verification depends on your medical school replying to ECFMG, and the AMC acknowledges delays for schools affected by conflict or political unrest.
    • Only certain degree documents are accepted, and adding ineligible documents to the AMC account incurs an administration fee.
    • You manage two accounts and pay two organisations (AMC and ECFMG), which is easy to get out of sequence.

    What it opens up

    • Applying for AMC assessments
    • Verified evidence the Medical Board needs at registration
    Australia
  3. Step 3

Pass the AMC CAT MCQ examination

This is a computer-administered exam of 150 multiple-choice questions, each with one correct answer from five options, taken in one 3.5-hour session. Pearson VUE delivers it at test centres in Australia and other countries. You request an authorisation in your AMC account, which is valid for 12 months, and then book a venue directly with Pearson VUE.

    Timing
One 3.5-hour session. Results appear in your AMC account at 4.00pm on the Friday three weeks after the exam.
    Fee
AUD 2,920 for the CAT MCQ examination authorisation (AMC fees and charges page, GST-free, checked 2026-10-17)

    Where people get stuck

    • The AMC sets its assessments at the level of a new Australian graduate about to start internship, so doctors who specialised or graduated long ago often have to relearn areas outside their own practice.
    • Australian health system context and Aboriginal and Torres Strait Islander health can be unfamiliar topics.
    • Residents of countries under US sanctions may be unable to book, and Pearson VUE currently cannot schedule Iranian residents unless they prove they live elsewhere.
    • The authorisation expires if you do not sit within its validity period, so booking a seat needs planning.

    What it opens up

    • Eligibility for the AMC Clinical exam or a workplace-based assessment
    • Limited registration in an approved position while you complete the remaining AMC assessment
    • One of the accepted prerequisite exams for New Zealand's NZREX Clinical

  4. Step 4

    Meet the English language standard

Show English skills either through education in English in a recognised country or through an approved test at the required scores. Test results generally must be less than two years old when you lodge your registration application. Older results can still count if you have worked continuously in a relevant role in a recognised country since the test.

    Where people get stuck

    • New minimum scores apply to tests taken from late April this year, so older score advice found online may now be wrong.
    • Results can expire while you wait for exam seats or a job offer.
    • At-home or remotely proctored versions are not accepted, and you cannot combine results from different test providers.

    What it opens up

    • Meeting one of the standards every registration application is assessed against
    Australia
  5. Step 5

    Pass the AMC Clinical examination

After the MCQ, the AMC Clinical exam assesses history taking, examination, diagnosis and management across timed stations. It uses simulated patients or recorded presentations and runs in person or online. Passing the MCQ and the clinical exam earns the AMC Certificate. The Medical Board says you can sit it before or after you are granted registration.

    Timing
Results appear in your AMC account at 4.00pm on the Friday three weeks after the exam.
    Fee
AUD 3,000 in person, or AUD 3,400 online (AUD 3,000 plus a AUD 400 levy) (AMC fees and charges page, GST-free, checked 2026-10-17)

    Where people get stuck

    • Places are scarce. The AMC says its expression-of-interest waitlist is full, no further online dates are planned this year, and the next in-person release of dates is still to come.
    • Online sittings give priority to IMGs already working in rural and remote Australia, which disadvantages candidates still overseas.
    • The exam assesses communication, counselling and Australian expectations of practice, which can differ from practice in your home country.
    • Refunds after withdrawal are considered only in exceptional circumstances.

    What it opens up

    • The AMC Certificate (together with the MCQ pass)
    • Provisional registration once you hold a Board-approved position
    Australia
  6. Step 6

Secure a position and apply for provisional registration

With the AMC Certificate, find a job and nominate a Board-approved supervisor with a supervised practice plan, then apply through the Ahpra portal. General practice roles also need a pre-employment structured clinical interview (PESCI) with an AMC-accredited provider. Apply at least three months before your start date (applications open up to six months ahead). Wait for your Ahpra registration number before you apply for a visa.

    Fee
Provisional registration for IMGs: AUD 773 application fee plus AUD 543 registration fee (Medical Board fees page, national fee from 1 August 2026, checked 2026-10-17)

    Where people get stuck

    • You need an employer and a supervisor willing to take an IMG before the Board will register you.
    • The Board must approve both the position and the supervision arrangements, which adds paperwork and waiting time.
    • Visa timing depends on registration, so a slow registration decision can delay your start date.

    What it opens up

    • Starting work in Australia under supervision
    • Beginning the supervised practice period needed for general registration
    Australia
  7. Step 7

Complete 12 months of supervised practice

Work under Board-approved supervision for 12 months (at least 47 weeks full-time equivalent). Complete an orientation to the Australian health system, and submit orientation and work performance reports after three months. The current standard expects time in medicine, surgery and emergency care. Your supervisors confirm that you have reached the standard expected at the end of an Australian intern year.

    Timing
    12 months (minimum 47 weeks full-time equivalent)

    Where people get stuck

    • Getting the required mix of medicine, surgery and emergency experience can be hard in a single role. Experience limited to one narrow area may lead to general registration with conditions.
    • Any new position or supervisor must be approved by the Board, so changing jobs can interrupt progress.
    • IMGs used to working independently can find close supervision and formal reporting unfamiliar.

    What it opens up

    • Eligibility to apply for general registration
    Australia
  8. Step 8

    Apply for general registration

As you near the end of supervised practice, apply in the Ahpra portal with evidence of your AMC Certificate and completed supervision. Once registered, you must belong to an AMC-accredited CPD home and complete 50 hours of CPD each calendar year. You must also hold professional indemnity insurance and meet the recency of practice standard.

    Fee
General registration on the Board's fee schedule: AUD 1,661 application fee plus AUD 1,102 registration fee (national fee from 1 August 2026; NSW registration fees are lower; checked 2026-10-17)

    Where people get stuck

    • Missing supervision reports or evidence of learning outcomes delays the decision.
    • Registration does not by itself give Medicare billing rights. For area of need roles that bill Medicare, the Board notes the federal health department must confirm the position is in a district of workforce shortage.

    What it opens up

    • Practising without supervision requirements (unless the Board imposes conditions)
    • Eligibility for New Zealand's Australian general registrants pathway
    Australia

Other recognised routes

Standard pathway via limited registration (clinical exam or WBA while working)IMGs who have passed the CAT MCQ and get a job before finishing the AMC assessments, often in an area of need role or with an accredited workplace-based assessment (WBA) provider.4 steps
  1. Step 1

    Pass the AMC CAT MCQ

This is the same CAT MCQ exam as on the main route. You must pass it before you can apply for limited registration on the Standard pathway.

    Fee
AUD 2,920 for the CAT MCQ examination authorisation (AMC fees and charges page, GST-free, checked 2026-10-17)

    Where people get stuck

    • The breadth of the exam is the same as on the main route.
    • Some IMGs pass the MCQ and then struggle to find an approved position before their other documents expire.

    What it opens up

    • Applying for limited registration in an approved position

Practise for this exam on MedReadySee availability in the app

    Australia
  2. Step 2

Secure a position and limited registration

Secure a Board-approved position and apply for limited registration, either for postgraduate training or supervised practice, or for area of need. An area of need position is one a state or territory health authority approves after the employer could not fill it locally. To take the WBA route, the job must be with an AMC-accredited WBA provider. General practice roles need a PESCI, and area of need GP roles also need at least three years of full-time equivalent general practice or primary care experience.

    Fee
Limited registration: AUD 1,131 application fee plus AUD 1,102 registration fee (Medical Board fees page, national fee from 1 August 2026, checked 2026-10-17)

    Where people get stuck

    • Area of need roles exist only where an employer has shown it could not recruit locally, which limits where you can work.
    • WBA places are limited and offered only by accredited providers, and not every state or territory has one listed.
    • Limited registration is tied to the approved position and supervisor, so a job change needs a new approval.

    What it opens up

    • Working in Australia under supervision before you hold the AMC Certificate
    • Access to a workplace-based assessment, if your employer is an accredited provider
    Australia
  3. Step 3

Pass the clinical exam or a workplace-based assessment while working

While on limited registration, either sit the AMC Clinical exam or complete an AMC-accredited WBA program. A WBA assesses your knowledge and performance at work over 6 to 12 months, using tools such as case-based discussion, mini-CEX and multi-source feedback. You must already hold registration and a hospital or general practice appointment to do a WBA.

    Timing
WBA programs assess performance over 6 to 12 months (AMC)
    Fee
WBA: AUD 1,070; clinical exam: AUD 3,000 in person or AUD 3,400 online (AMC fees and charges page, GST-free, checked 2026-10-17)

    Where people get stuck

    • Balancing a full clinical workload with assessment tasks and preparation.
    • Clinical exam seats remain scarce, so many working IMGs wait a long time for a sitting.
    • WBA depends on your employer staying an accredited provider and on assessors being available.

    What it opens up

    • The AMC Certificate
    • Counting supervised practice towards general registration
    Australia
  4. Step 4

Finish supervised practice and apply for general registration

Complete 12 months of supervised practice (at least 47 weeks full-time equivalent) while holding limited or provisional registration. Then apply for general registration with your AMC Certificate and supervision evidence.

    Timing
    12 months (minimum 47 weeks full-time equivalent)

    Where people get stuck

    • Experience gathered in a single narrow role may not give the breadth the Board expects for unconditional general registration.
    • Your supervision evidence and reports must be complete and consistent across every position you held.

    What it opens up

    • General registration
    Australia
Competent Authority pathwayIMGs, including specialists and GPs, who qualified through a recognised competent authority: the UK GMC, the Medical Council of Canada, the US ECFMG or NBOME, the Medical Council of New Zealand or the Medical Council of Ireland.4 steps
  1. Step 1

Confirm you meet a Competent Authority category

You must meet one of seven categories (A to G). Each combines an assessment part, either an accredited medical course or a licensing exam such as PLAB, the LMCC, COMLEX-USA or NZREX, with an experience part. No AMC exams are needed. For Canada's Category C, since 11 November 2024 applicants who passed only MCCQE Part I must also be Canadian medical graduates or have passed the NAC exam.

    Where people get stuck

    • Category rules on exam dates, internship-equivalent experience and offshore campuses are detailed and easy to misread.
    • The experience part must normally be completed in a competent authority country, although the Board allows some substitutions.

    What it opens up

    • Applying for provisional registration without sitting AMC exams
    Australia
  2. Step 2

Verify qualifications through the AMC and EPIC

Set up an AMC account and portfolio for primary source verification, and a MyIntealth account and EPIC portfolio with ECFMG.

    Fee
AUD 642 for the initial AMC portfolio including one qualification (AMC fees and charges page, GST-free, checked 2026-10-17); ECFMG fees are separate.

    Where people get stuck

    • Waiting for your medical school to respond to ECFMG can hold up the whole application.
    • Applicants must keep AMC and ECFMG accounts consistent, with matching names and document details.

    What it opens up

    • A complete registration application
    Australia
  3. Step 3

Secure a position and apply for provisional registration

Secure a position, which can be an area of need role, and apply for provisional registration through the Ahpra portal with a Board-approved supervisor and supervised practice plan. Applicants entering general practice need a PESCI, unless they are also applying for a GP assessment on the Specialist pathway.

    Fee
Provisional registration for IMGs: AUD 773 application fee plus AUD 543 registration fee (Medical Board fees page, national fee from 1 August 2026, checked 2026-10-17)

    Where people get stuck

    • Finding an employer and an approved supervisor from overseas.
    • Coordinating the registration decision, the visa and the start date, since the Board advises applying for a visa only after you receive your registration number.

    What it opens up

    • Starting work in Australia under supervision
    Australia
  4. Step 4

Complete 12 months of supervised practice, then apply for general registration

Complete an orientation to the Australian health system within the first three months, and submit orientation and work performance reports at three months. After 12 months of supervised practice (at least 47 weeks full-time equivalent), apply for general registration. Time already practised in Australia may count.

    Timing
    12 months (minimum 47 weeks full-time equivalent)

    Where people get stuck

    • Experienced doctors can find a full supervised year restrictive.
    • Job or supervisor changes need Board approval.

    What it opens up

    • General registration
    Australia
Expedited Specialist pathwaySpecialists whose qualification is on the Board's accepted list: currently UK and Irish qualifications in several specialties, the New Zealand GP fellowship and a Canadian diagnostic radiology certificate.3 steps
  1. Step 1

Check your qualification is on the accepted list

The list covers anaesthesia, general practice, obstetrics and gynaecology, general paediatrics, general medicine, psychiatry and diagnostic radiology. Each entry names exact qualifications, issuing countries and start-of-training dates. The Board says dermatology, emergency medicine, general surgery and otolaryngology are the next priority specialties.

    Where people get stuck

    • The list is specific about country, college, certificate and training dates. Close equivalents are excluded: for example, UK and Irish diagnostic radiology qualifications were not added.
    • Some specialties carry extra requirements, such as a crisis-management course for anaesthetists, or child protection and paediatric life support courses for general paediatricians.
    • Recent, relevant clinical experience in the specialty is required.

    What it opens up

    • Applying directly to the Board without an individual specialist college assessment
    Australia
  2. Step 2

Verify qualifications and apply for specialist registration

Request primary source verification of your primary and specialist qualifications through the AMC and ECFMG's EPIC. Then apply online through the Ahpra portal, ideally at least three months before your intended start date. You can secure a position before or after applying.

    Fee
Specialist registration: AUD 1,661 application fee plus AUD 1,102 registration fee (Medical Board fees page, national fee from 1 August 2026, checked 2026-10-17)

    Where people get stuck

    • Verification of specialist certificates can take time.
    • Applications that lack the evidence listed on the Board's checklist are held up.

    What it opens up

    • Specialist registration with a supervised practice period
    Australia
  3. Step 3

Complete about six months of supervised practice

Work under a Board-approved supervised practice plan and complete orientation and cultural safety education. Submit a report at three months, complete multi-source feedback at about four to five months, and do one more workplace-based assessment. At six months, apply to have the supervision conditions removed. College fellowship is optional and separate.

    Timing
Usually six months of supervised practice

    Where people get stuck

    • Fitting the required assessments and cultural safety education into a full clinical role.
    • Adjusting to Australian systems and referral patterns quickly while practising at specialist level.

    What it opens up

    • Specialist registration without supervision conditions
    • The option to pursue fellowship of the relevant Australian college
    Australia
Specialist pathway (college assessment, including area of need)Overseas-trained specialists whose qualification is not on the expedited list, including those who want to work in an area of need position.3 steps
  1. Step 1

    Verify primary and specialist qualifications

Create an AMC account and portfolio, and a MyIntealth/EPIC account with ECFMG, to verify your primary and specialist qualifications.

    Where people get stuck

    • Several specialist documents may need verification, and each one adds time and cost.
    • Older certificates from institutions that have changed names can be slow to verify.

    What it opens up

    • Applying to the specialist college for assessment
    Australia
  2. Step 2

Get a specialist college comparability assessment

Apply to the relevant specialist college. It rates you as substantially comparable, partially comparable or not comparable to an Australian-trained specialist, and sends the result to you and the Board. If you want to work in an area of need, you can request a combined assessment that also rates you as suitable or not suitable for the position.

    Where people get stuck

    • College assessments include document review and often an interview, and outcomes can require further training or exams.
    • A not comparable outcome means this pathway is closed, although other pathways may remain open.
    • The Board has consulted on streamlining this pathway, so the process may change.

    What it opens up

    • Registration in a suitable position under supervision (if substantially or partially comparable)
    • Area of need practice (if assessed as suitable)
    Australia
  3. Step 3

Secure a position, register and complete supervised practice

Secure a Board-approved position and apply for limited registration, or provisional registration if you are also eligible for the Competent Authority pathway. Complete the supervised practice and any requirements the college sets, which can last from three to 24 months. Once the college confirms completion, apply for specialist registration. Area of need registration on its own does not lead to specialist registration.

    Timing
Supervised practice of between 3 and 24 months, as set by the college

    Where people get stuck

    • College requirements during supervision can include exams or extra training alongside full-time work.
    • Positions in area of need locations may be far from family support and specialist networks.

    What it opens up

    • Specialist registration
    Australia
Short-term training in a medical specialtyOverseas specialists or advanced trainees who want up to 24 months of specialist or advanced training in Australia and then return home.2 steps
  1. Step 1

Check eligibility and secure a training position

You need an eligible primary degree and a completed internship. You must also have finished your specialist training, or be within two years of finishing it. You need an offer of a training position in Australia before you apply.

    Where people get stuck

    • Training positions are arranged directly with hospitals and can be competitive.
    • Applicants must plan to return home, because the pathway does not lead to ongoing registration.

    What it opens up

    • Applying for a college assessment of the position
    Australia
  2. Step 2

Get college approval of the position and limited registration

Verify your primary and specialist qualifications through the AMC and ECFMG. The relevant specialist college then assesses whether the position suits you. You then apply to the Board for limited registration (postgraduate training or supervised practice), or provisional registration if you are also Competent Authority eligible.

    Timing
Up to 24 months of training

    Where people get stuck

    • Several approvals (verification, college, Board, visa) must line up before the start date.
    • Work performance reports are needed at each annual renewal.

    What it opens up

    • Time-limited specialist or advanced training in Australia (not specialist registration)
    Australia
